Community Sound Broadcasting Policy Review

On February 13 & 14 this year, the Independent Communications Authority of South Africa (ICASA) held public hearings on the review of the Community Sound Broadcasting Policy. The Discussion Paper on this matter was published last year in September. Stakeholders and the public were encouraged to make submissions, which resulted with eleven indications to make oral submissions.

Obviously, as the community radio umbrella body, the NCRF was among those who were to make the written submission and oral presentation. The organisation’s Project Officer, Daniel Moalosi represented the NCRF as a presenter of the NCRF position. Moalosi was confident in his presentation, as he was the one who had done the research for the NCRF position paper.

Matters raised in the NCRF submission were:
- The community be the license owners,
- The board of director be the license holders,
- The radio station be the license operator, and
- The community becomes the beneficiaries.

On its invitation to the public hearings, ICASA emphasizes that the review is aimed at growing and sustaining the community sound broadcasting sector.
